South Africa follows with 26%, Nigeria 15%, and Kenya 12%. In May alone, African start-ups secured $254 million, pushing the year-to-date total to over $1 billion, a 40% jump from the same period in 2024. Over the past 12 months, $2.5 billion was raised the highest 12-month total since early 2023. Egypt dominated May's mega deals, with six out of seven funding rounds above $10 million. Notably, Nawy raised $75 million the continent's biggest-ever proptech deal. Others include Tasaheel ($50m), Valu ($27m), Thndr, Sylndr, and Money Fellows. Sources familiar with the discussions say the proposed facility would be Nigeria's largest oil-backed loan and Aramco's first major lending exposure to the country. However, with Brent crude prices dropping from over $82 per barrel in January to about $65, lenders are increasingly wary, fearing that Nigeria may struggle to meet oil delivery commitments. President Bola Tinubu first raised the idea during a meeting with Saudi Crown Prince Mohammed bin Salman at the Saudi-African Summit in Riyadh last November. The deal, if concluded, would form part of the government's broader plan to secure $21.5 billion in foreign loans to support the national budget. Banks involved reported to include Gulf institutions and at least one African lender are cautious about Nigeria's production capacity, especially as the country is already using around 300,000 barrels per day (bpd) to service existing oil-backed loans. Sources noted that securing this new $5 billion loan could require pledging an additional 100,000 bpd, stretching Nigeria's already pressured output. One major concern is that the slump in oil prices means more barrels are needed to generate the same loan value, making repayment harder and deliveries less certain. Years of underinvestment in Nigeria's oil sector have further complicated production, with the country producing just under 1.5 million bpd in April well below the 2 million bpd target in the national budget. "There's hesitancy among banks to underwrite the deal due to uncertainty about oil availability," one source said. While Aramco has not commented publicly, insiders say Oando, a Nigerian energy company, is expected to manage the offtake of physical crude cargoes tied to the loan. However, the government is under pressure to raise funds, stabilize reserves, and maintain fiscal support, particularly amid weaker-than-expected oil revenues. Industry observers say the government may need to either boost production significantly or renegotiate existing loan agreements to free up more crude for new deals. An executive order recently signed by President Tinubu seeks to reduce production costs, which could improve Nigeria's margins per barrel if successfully implemented. Despite its current challenges, Nigeria has a history of repaying oil-backed loans. Still, analysts warn that with declining oil prices and growing repayment obligations, the country's ability to balance its fiscal needs against production constraints will be closely watched by both investors and credit partners.

The initiative, announced via the Federal Ministry of Finance's official X (Twitter) handle, signals the government's strong commitment to fostering inclusive and sustainable economic growth. The $50 million investment forms the first phase of what is projected to be a $100 million capital base for the WIIF. The WIIF is a government-backed "fund of funds" – a financial structure that does not invest directly in individual businesses, but rather supports financial intermediaries such as development finance institutions, microfinance banks, and impact-focused fund managers. These institutions will, in turn, provide financing to businesses and projects that deliver measurable social and economic impact across priority sectors like agriculture, infrastructure, digital technology, and youth entrepreneurship. Speaking after a high-level strategy session in Abuja, Mr. Wale Edun, Minister of Finance and Coordinating Minister of the Economy, described the initiative as a "practical demonstration of the government's development priorities under the Renewed Hope Agenda." "This partnership exemplifies the power of public-private collaboration in advancing Nigeria's economic priorities. We are committed to ensuring transparency, efficiency, and measurable impact in deploying these resources to benefit all Nigerians," Edun stated. During the meeting, participants reviewed the operational blueprint of the WIIF, discussed drawdown schedules, implementation strategies, and engagement with the Development Bank of Nigeria (DBN). Plans are also underway to explore innovative financing mechanisms, such as government-backed guarantees, to attract additional private capital and enhance investor confidence. Crucially, the WIIF will align with the African Development Bank (AfDB)-supported Youth Entrepreneurship Bank, aiming to broaden funding access for young Nigerian innovators and MSMEs. The fund will serve as a platform to mobilize large-scale, long-term capital, channeling it efficiently through vetted intermediaries to stimulate enterprise growth, boost employment, and build a resilient, innovation-driven economy. According to the ministry, "by operating at scale and supporting ecosystem builders, the fund aims to increase capital flows to underserved markets and unlock economic opportunities nationwide."
