The National Sugar Development Council (NSDC) has unveiled the Sugarcane Outgrower Development Programme (SODP), a strategic initiative aimed at expanding local sugarcane cultivation, boosting Nigeria's sugar value chain, and supporting rural industrialisation under the Nigeria Sugar Master Plan (NSMP II).
According to NSDC Executive Secretary, Kamar Bakrin, the programme will bridge the gap between large industrial estates and smallholder farmers, integrating MSMEs and cooperatives into the national sugar supply chain. "This model ensures that every participant—from major operators to small farmers—contributes meaningfully to Nigeria's sugar self-sufficiency drive," Bakrin stated.
The SODP will provide farmers with improved seed varieties, irrigation systems, training, and guaranteed off-take agreements with sugar estates. It targets commercial farmers cultivating up to 500 hectares, cooperatives managing cluster farms, and individual farmers working on at least 30 hectares.

Head of Out-Grower Management, Mrs. Lade Offurum, said the initiative is designed to empower farmers to operate profitably while ensuring steady raw material supply for refineries. The programme will also attract private investment, enhance access to finance, and create new agribusiness opportunities for youth and women.
Industry experts believe the initiative will cut Nigeria's sugar import bill, promote local production, and strengthen MSME participation in the sugar economy, moving the country closer to self-sufficiency and sustainable rural growth.
