The National Sugar Development Council (NSDC) has unveiled the Sugarcane Outgrower Development Programme (SODP) to boost local sugarcane production, reduce import dependence, and promote inclusive economic growth.
Speaking at the launch in Abuja, the Executive Secretary and Chief Executive Officer, Mr. Kamar Bakrin, said the initiative is a key component of the Nigeria Sugar Master Plan II (NSMP II) and aims to integrate outgrower farmers into the national sugar value chain.
He explained that the programme will complement existing large-scale sugar estates and empower farmers through guaranteed offtake agreements, access to quality seed cane, inputs, technical support, and training on sustainable land and water use practices.
"This is a pioneering initiative for Nigeria's sugar sector," Bakrin said. "For the first time, a structured outgrower programme will formally integrate farmers at all levels into the sugar value chain, ensuring fair opportunities for participation and growth.

Head of Out-Grower Management, Mrs. Lade Offurum, said the programme targets three categories of participants — commercial farmers cultivating 50–500+ hectares, organised cooperatives farming 30–50 hectares, and small clusters of individual farmers jointly cultivating 30+ hectares.
She added that interested participants can apply via email, with applications closing on November 21, 2025.
The SODP, according to NSDC, reinforces its commitment to driving investment, empowering rural communities, and positioning Nigeria's sugar industry for global competitiveness.
