The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has announced that the 2025 Oil Licensing Bid Round will begin on December 1, 2025, a development expected to open new opportunities for indigenous SMEs in the oil and gas value chain.
Commission Chief Executive, Gbenga Komolafe, said the bid portal will go live on the NUPRC website on December 1, adding that the process will be fully digital, transparent, and compliant with the Petroleum Industry Act (PIA) 2021. According to him, bidders will know their results immediately after the exercise, removing past bureaucratic delays that often limited SME participation.
Komolafe noted that the licensing round will feature a technical phase followed by a commercial phase, giving smaller service providers and local investors clearer entry pathways into exploration, logistics, engineering, and energy services.
He emphasized that Nigeria's 37 billion barrels of proven reserves and its position as Africa's largest oil producer make the sector ripe for new investments, especially for SMEs seeking partnerships or subcontracting opportunities.

With a coastline of over 853km, Komolafe said Nigeria's strategic advantage in supplying crude to Europe positions the country for increased upstream activities—activities that typically drive demand for SME contractors in areas such as fabrication, transport, security, technology services, and community engagement.
During a visit to the NUPRC headquarters, executives from Ludoil Energy of Italy expressed interest in participating in the 2025 round, describing Nigeria as their next growth market in Africa. The company's Group Chief Technical Officer, Paolo Fedeli, noted that the upcoming licensing round presents a strong entry point for investors.
The renewed push for investment is expected to create more opportunities for indigenous SMEs across the upstream supply chain, from field operations to local content services, as Nigeria positions for another round of oil sector expansion.
