Otti said the framework will boost access to power for millions of residents, especially in underserved communities, while promoting alternative energy for homes and businesses. "The regulation defines the roles of all stakeholders and provides mechanisms to resolve disputes efficiently," he explained, adding that it offers investors clarity on technical and commercial issues. This allowed Abia to establish the Abia State Electricity Regulatory Agency (ASERA) with oversight powers. Governor Otti said the law positions Abia as a leader in decentralised energy governance, thanking his team and stakeholders for finalising the regulation.
