The Lagos State Ministry of Justice, through its Restorative Justice Centre (RJC), has successfully mediated a dispute between the Lagos State Parking Authority (LASPA) and a supermarket located along Badore Road, Ajah.
The conflict stemmed from an incident in August 2025, when LASPA officials were reportedly assaulted by the supermarket's management and other individuals during enforcement on an expired parking permit. The attack resulted in injuries to officers and damage to official devices, including body cameras, telephones, and other tools. Following the incident, the supermarket was sealed, and the offenders were charged in court.
Legal advice from the Directorate of Public Prosecutions (DPP) later confirmed a prima facie case of assault and malicious damage, contrary to Sections 173 and 339 of the Criminal Law of Lagos State. The case was subsequently deemed suitable for resolution under the state's restorative justice framework.
During mediation sessions facilitated by the Restorative Justice Centre, the offenders expressed remorse, agreed to pay for the damaged items, and covered the medical expenses of the injured officers. LASPA later approved the unsealing of the supermarket, while the signed Terms of Settlement were formally adopted as a judgment of the court.

The entire process was concluded within three weeks — ensuring quick justice delivery, restitution to the agency, and the avoidance of custodial sentences.
Speaking on the development, the Director of the Restorative Justice Centre, Ms. Adeshola Bello, reaffirmed the Centre's dedication to promoting non-custodial justice and reducing the burden on courts and correctional facilities.
"This case exemplifies the practical benefits of restorative justice in resolving conflicts without overburdening the courts, while ensuring that victims are compensated and offenders take full responsibility for their actions," Bello said.
The success of this mediation, she added, underscores the Lagos State Government's ongoing efforts to strengthen alternative dispute resolution mechanisms and promote a more efficient justice system.
